Learning organisation Regelmäßige Mitarbeit, Textlektüre, Referat, Hausarbeit (in einem von zwei Seminaren).
The classes will be held online on a weekly basis and will draw upon the assigned reading for the week:
documents must therefore be consulted prior to each session, so that they can be discussed
collectively in class. Scientific papers can be found in pdf format on the studIP platform, other
documents can be found using the URL links provided below.
Students will also be in charge of introducing each session with a short oral presentation (around 10-
15 minutes) in English focusing on the week’s theme, for which they will be required to go beyond the
assigned reading and bring new elements they find illuminating for the group to discuss. The rest of
the session will be dedicated to a form of interactive lecture, which allows for both moments of
collective discussion of the material, and moments of more traditional teaching.
Before the end of the semester, students will be required to write a research paper (10-15 pages) on
the theme of their choice that will constitute their grade for the semester. The last class will be
dedicated to the methodology of writing such research paper, but guidance and advice can and will be
provided along the course of the classes as well.

Comment/Description

This seminar is designed to give students a wide-ranged understanding of the French political system in its most recent form, and to provide them with the tools to find their way in the labyrinth of French politics drawing on up-to-date research.

We will focus first on the French institutional setting, as we figure out the key principles of national
and local government, the main electoral processes, and how the constitutional bodies interact: why
is the President so overbearing? What is the role for the Prime Minister? How does the Parliament play
into that equation? What weight, if any, does the local government have in such a unitary state?
We will then shift our focus to the parties battling to hold those positions of power. After a quick
historic look, we will more specifically try to understand the 2017 elections, which seem to have shifted
the whole party system on its head, and figure out what does the main players in the French political
landscape stand for today.

Relying on these strong foundations, we will dedicate our last three sessions to three deep-dives into
some of the major undercurrents in French politics in the recent past: the slow feminisation of politics
through the invention of legally-mandated electoral parity, the rise of the Constitutional Council, the
increasing tension around the French-specific brand of secularism, and the growing unease around
France’s place in the European Union.
